It comes in a lipgloss type tube with a doe foot applicator. It's quite liquidy. I don't know if it's ideal for under eye circles, since it has salicylic acid and maybe that's not needed under the eyes...I like the product is easy to throw in my purse or makeup bag and use on the go.
